Children’s Hospital of Pittsburgh Trauma Surgeon to Testify on Dangers of ATVs at CPSC Public Hearing

A trauma surgeon at Children’s Hospital of Pittsburgh, Jeffrey Upperman, MD, will testify this week on the dangers posed by all-terrain vehicles (ATVs) at a public hearing convened by U.S. Consumer Product Safety Commission (CPSC).

The CPSC hearing will be held from 10 a.m.-7 p.m. on Thursday, June 5, 2003, at West Virginia University in Morgantown, W.Va.

The purpose of the CPSC hearing is to gather further public input on the safety of ATVs, which have risen in popularity and dangerousness in recent years. From 1997-2001, the estimated number of ATV drivers nationwide has risen from 12 million to 16.3 million. The number of ATV-related injuries treated in hospital emergency rooms also increased dramatically during that time, from 54,700 to 111,700, an increase of 104 percent, according to the CPSC.

Dr. Upperman will address the need for more stringent regulations regarding the sale and use of ATVs, especially with regards to children. Children under the age of 16 make up 38 percent of the 4,541 ATV-related deaths in the United States between 1982 and 2001, according to the CPSC. At Children’s Hospital, the number of ATV-related trauma admissions has risen more than three-fold in the last six years, from 19 in 1998 to 65 in 2002.

“Since 1998, the number of children who have been injured from an ATV accident has more than tripled. Not only have the numbers increased, but the injuries are more severe and often result in death,” Dr. Upperman said. “Pennsylvania is third in the nation for deaths related to ATV accidents and kids under the age of 16. This rapidly increasing trend is leaving many children without a future.”

Also invited to speak at the hearing are ATV riders, people who have been injured while riding an ATV, state and local government officials, ATV organizations, emergency service providers, safety and design engineers; manufacturers and ATV distributors and dealers.
